Prepare Windows Server for Limn

Check the Windows Server version and runtime Limn needs.

Limn runs on PowerShell 7.6. Use a Windows Server version that Microsoft supports for PowerShell 7.6; see PowerShell support lifecycle.

Limn can also run on a supported Windows 10 or 11 desktop, but it is intended to run on a server that is available after hours.
